WASHINGTON -- In an election-year swipe at President Barack Obama's energy policies, the Republican-led House on Wednesday voted to revoke Obama's five-year plan for offshore drilling, replacing it with its own plan that calls for more ambitious oil and gas development off the U.S. coast.

The legislation will likely go nowhere in the Senate and the White House has issued a veto threat, but as with the tax and regulatory bills the House is also taking up this month, it puts lawmakers on the record on the issues that divide the two parties.

Solely as a result of the discovery of major plays such as the Bakken and Eagle Ford formations on PRIVATE lands not federal lands. Under Obama's reign production on federally controlled land and water has decreased dramatically. See and pay attention the US states offshore rig counts here.

The drilling industry is sitting on 6500 undeveloped BLM drilling permits.

As of last year big oil were producing and exploring on 43% of the BLM leased.

The drilling activity under this administration is at the highest level since Reagan administration.

In fact there are more on and off shore rigs operating in the US than the other countries combined.

Total Leases in effect:
2008 55,085
2011 49,173

Number of new leases year:
2008 2416
2010 1308

Number of Drilling Permits Approved on Federal Lands:
2007 7,124
2011 4,244

Number of Producing Acres on Federal Lands:
2008 14,543,425
2011 12,316,233

As to oil production in the Gulf:
I'm only know what I read, but when I looked up the IHS Petrodata 'Day Rate Indices' for the mobile off shore rigs in the US Gulf of Mexico, published July 20, 2012:
I see a large increase from last year and stated in the report:
"Fleet utilization averaged 63 percent in July, up 5 percent compared to last month. This represents the highest utilization recorded for this category since May 2009."
The Deepwater Horizon spill was started in April of 2010 and lasted three months.
I don't see any political based decrease.

US total offshore drilling rig count (best indicator of how Obama's policies have shut down production in areas of Federal control):

In the US Gulf Of Mexico there are 52 platform rigs in the entire fleet, as of June 9th 2012 24 of those rigs were contracted and only 9 of those working for a whopping utilization rate of 46.2%

Compare that to the utilization rate in the other offshore regions of the world, then get back to us about Obama's energy policy towards oil production:

Asia/Australia 82.0%
South America 80.7%
Europe/Mediterranean Sea 90.8%
West Africa 87.0%
Middle East 85.4%
Worldwide 82.8%

And again the US Gulf of Mexico 46.2%

US Oil Rigs in Operations:
2008: 391
2012: 1329

US percentage imported oil:
2008: 57 percent
2012: 42 percent

However BO has been doing just that trying "his every way" to quash the Constitution . He has proven by most all his "presidential directives" he doesn't like this country.

Tiresome watching the politicians play games the sole purpose of which is to help them get re-elected, isn't it. Maybe time to rethink how this whole system works.
